I am trying to delete a branch in v7.2.  In the application rule if I go to the "Current development branches"  and select the "Actions" drop down nothing appears.  If I select the arrow in front of the branch name the rulesets in the branch are displayed.    There are no checked out rules in the branch I want to delete.

Very funny thing is that last week I was able to delete a branch without any problems using the same Operator ID.  Nothing has changed with my operator id or access group since then.  Also my operator id belongs to  Admin access group.
