Yes, end user can edit repeat grid row if your repeat grid has 'click' event with 'Edit Item' action. 

For example, you can refer to DesignStudio -> User Interface -> UI Gallery -> Grid -> Row Editing

If you go to the opertaion tab in repeating grid,you have row editing option.You can check for those.

Below are the ways an end user can edit repeat grid.

One is Inline edit mode:

a) Rows always editable b) Click row to edit.

Next is Master-Detail:

Where you can display the details in Modal dialog, as an embedded section/row.
