Is bundle negotiator available in Pega Customer Service or do we specifically need customer service for Comms as well

We are upgrading Pega Marketing/NBAA from 7.4 to CDH/CS in 8.7.

We have Bundle Negotiator 7.4 currently in place (discounting is not in scope as of now).

For the upgrade, we understand we need to check whether this is available as part of CDH or base Customer Service product or do we need to install Customer Service for Comms as well?
