Bulk Process in background

Hi 

Can someone please say on what configuration/condition Bulk process in background is available while performing Bulk Processing for Process action.

For some Flow Actions it is available and for some it is not.

eg: For Adjust SLA Flow Action it is available and for Add Note Flow Action it is not available.
