BUG: Flow in ModalDialog does not honour Hide the default action section buttons

Hi,

Flow in ModalDialog is displaying lot of white space when we select "Hide the default action section buttons" for Flow action. Though the buttons are hidden, the when condition on the dynamic layout in pyModalFlowTemplate which usually displays action buttons is failing and hence lot of white space.
