Please check in your application stack any Rule-Set version is open (not locked).

Pega will allow us to enable branch only when all the Rule-Set version were locked. 

After all Rule-Set version locked you will be able to enable app-studio branch development.

@WeiPingT  You can see the open ruleset on your application by navigating Configure -> Application -> Structure ->Ruleset stack in Dev studio as shown below as

 

You can verify rulesets (open lock icon indicates open ruleset version in it)
