Currently, the Scheduler service does not allow you to pass or set any parameters when launching the runtime.  The configuration is read from the commonconfig.xml file.  This is a feature we are looking to add to the solution.  

Can you please provide a little more information on what you are trying to accomplish?

Create console application which loads your package to openspan runtime and start the bot. You can schedule this console application using windows scheduler.

            {
