Authority Matrix - can you use workbaskets?

I was doing the topic in the SSA course regarding Cascading Approval. The Authority Matrix states that a page list is required that could be populated by a decision table or other means such as a data transform with a list of users. I was wondering if it could be populated with workbaskets instead

This would be possible using an Activity Rule. I do not believe this is in the scope of this course.
