Assignment not working properly

When I am trying to assign a step to a specific user (eg. Manager/director) in a Stage, it is giving an error while verifying "Unable to open assignee's Data-Admin-Operator-ID record [email protected]." and is not getting assigned properly.

Please help with this issue. I am very new to Pega.
