Are the PE versions (8.4, 8.5 & 8.6) of Pega eligible for getting Pega Predictive Diagnostic Cloud service from Pega support?

Hi, 

We are using three different environments which are on Pega Personal Editions , 8.4, 8.5 and 8.6. 

Please let me know if they are eligible to get support from  Pega Predictive Diagnostic Cloud for system monitoring.

Also, which team of Pega needs to be reached for for getting the PDC SOAP end point url and creating dedicated section in portal https://pdc-central.pegacloud.io/ for my servers .
