Actions have when conditions only for controls with control mode - Editable/Read-Only

I see that we can set when condition for actions on controls with control mode " Editable/Read-Only" like dropdown, radiobutton, etc, but it is not avaliable for controls with control mode "Action" like button, link etc. Is there a reason why it is setup that way ?

There is no particular reason for this. And it is available in the product now (When rules on Action controls also :) ). Which version of Pega are you using ?

The conditions available for buttons would need to be different for buttons as there is no "Associated Property" for example.

Which version are you using?  I checked in 7.2.1 and it looks like there have been enhancements to include this functionality for more controls.
