8.6.2 Case manager portal clicking on the configuration from left nav getting : Access control waring which was not anticipated

When clicking on the configuration  in 8.6.2 case manager left side portal user is seeing the Access Control  warning. Can any one help with which access role/privilegerule would be added to get rid of this for the user. Not enabling  the developer tool bar to because it was user portal.
