build a new form view (the fields you want in the popup). Then go to the case/page view where you want to launch it, add a button or icon, and set its action to Open view in modal dialog. Pick the view you created, choose the context (usually the current case), and set the dialog size (small/medium/large). In the modal view, add Submit and Cancel buttons; wire Submit to save/validate and close the dialog, and Cancel to just close. If you need to pass data in, set parameters or call a data transform on open. To refresh the parent after close, enable refresh on close for the launcher action. Avoid older local-action sections; in Constellation you open views as dialogs instead. Test it in the end-user portal to confirm focus trap, scroll, and validation behave as expected
