Issue with When Condition on Property-Set Method in Activity Rule

In the When condition, I am checking if either Property1 or Property2 is null. If Property1 is null, the Property-Set method should execute, set the response message, and throw an error. If Property2 is null, the response message should be null and no error should be thrown.

Any suggestions?
