PDC CDH Usage Metrics

It is my understanding that Production Level sets the security for who and who cannot edit application rules, etc.

So why does PDC require Production level 5 to display CDH Usage Metrics? 

Warning.  CDH metrics are accessible for systems with production level 5.

@AlexM171 The idea behind capturing CDH usage metrics was to have a view of how our customers are using CDH and decisioning capabilities. Monitoring the production systems can really surface out the usage patterns. We also need to keep in mind the volume of data that we store in PDC.
