Why does 8.7 always open PRPC base application on logon

We are experiencing an issue with 8.7 (this is our first attempt at using an 8.x version, previously we used 7.x). Our operator record has two access gorups defined: ABC:Administrators (ABC being our new application) and PRPC:Administrators. ABC:Administrators is set as default. We are seeing two unwanted behaviours:

1. Despite ABC:Administrators being set as default, the user is always logged into PRPC:Administrators. The user then has to switch applications for ABC application, which works fine from this point onwards.

2. A separate user that only has ABC:Administrators access group is unable to logon due to "not having an alias" to a valid access group (system is preventing me from launching the application at the moment so I can't give exact wording or screenshot, apologies)

Has anyone seen this behaviour before? I suspect it is an issue in the application definition but I am unable to see where.

And keep in mind to use the correct alias in the URL when opening Pega (or don't use the alias. Just stick to the /prweb/ only part)
