Double quotes are getting encoded while using Base64 encode

We have a requirement where we have to Base64 encode JSON. After decoding we are seeing the double quotes ("") are also getting encoded and showing up as "

Our application is using pega 7.1.7 version.

Can anyone suggest how to resolve the issue?
