No UI Flow action be validated required fields on User portal

No UI flow action should not be validated required fields.

we want to use this to tack a case Persist on tempory case and no required check.

but ver8.5.3 user portal, it was been validated .

ver8.5.3 dev portal and ver8.4.1 user portal it's not.

the evidence refer to attach file.
