installation errors

I am unable to install PEGA 8 personnel edition & receiving following error.

[echo] Waiting for Postgres to start... Unable to connect to database -- will retry in 1 second... Unable to connect to database -- will retry in 1 second... Unable to connect to database -- will retry in 1 second... Unable to connect to database -- will retry in 1 second... Unable to connect to database -- will retry in 1 second... Unable to connect to database -- will retry in 1 second... Unable to connect to database -- will retry in 1 second... Unable to connect to database -- will retry in 1 second...

BUILD FAILED D:\pegaGuiInstallerTemp\build.xml:156: Unable to connect to database within 15 seconds.

Total time: 40 seconds

Please suggest solution
