Real time container no offers

I am calling a real time container API with the below request. Testing this service rest directly with the below post request in post.

 

{"SubjectID":"1","ContainerName": "TopOffers", "ContextName":"Customer","Channel": "CallCenter","Direction": "Inbound"}

 

Everytime it returns "No Offers". I created NBA designer and added business issue, group with two actions. Real time container is active and mapped to NBA designer. How to debug this issue.
