How not to attach a file at case level?

Hi,

 

I have a requirement where, if the user upload the document then the uploaded document should not be attached at case level instead the file must be attached at clipboard page or at a row level in grid from where the user will be able to download the same document which was uploaded.

 

Please, Can anyone help me with such requirement?
