Using PEGA WAR In Java App

Can we embed PEGA WAR file in Java based application to use via Java API for classes to initiate case etc. DO we need Pega Run time hosted and running or having WAR file is enough to consumer Pega capabilities from Java application. I know we can use mashup and PEGA  API as one way but more interested in knowing can PEGA be embedded in any Java based application for direct reference and usage.
