How to embed a Javascript code in the header block of Page HTML

Due to a requirement, we would need to embed a JavaScript code in the header part of a page HTML.

Everytime a page loads or server side interaction is performed, we expect the code to fire. This code triggers a background event and does not affect rendering of section. 

What should be the ideal place to embed this JavaScript code?
