Error message Display is Behaving incorrectly

Hi All,

We are Using Cosmos theme in Pega 8.4, I have observed Error message display on UI,Behavior is different if error logic is written in Activity(Page/Property-Set-Message) /DT/validate rule when called on click,on Change.

Activity(Page/Property-Set-Message)/DT/validate rule when called in Flow action.

Is this expected Behavior ?
