Default dashboard is showing worklist of logged in operator

When operator logs in for the first time, dashboard shows everything plus the work list of the operator. When click on dashboard, everything looks good. We just upgraded to 8.3 from 7.2.

 

From whatever research I did, in 7.2 when dashboard loads for the first time, D_PortalContext.pyLabel and D_PortalContext.pyIsBasket both are set to null while in 8.3 both have some value which is causing pyWGUserWorkList section to show worklist when loading the dashboard for the first time.
