At the Queue Processor level we will have only the configuration only to state whether that Queue Processor is Immediate or Delayed. Once you configure the Queue Processor as Delayed and saved you can call the Queue Processor in the activity using Queue-For-Processing method. When the Delayed Queue Processor name is specified in the Queue-For-Processing method in the activity we will have an option(Date time for processing setting) to configure the time. This can be a Dynamic Date Time property or can be a static date time value. Item will be Queued and when that particular time arrives the item will be picked up and executed by the Queue Processor.
