I would like to know about the environment you are using .. Is it Pega PE or Pega VM system ?
If its a Pega PE, then check your mapping with the Pega Data and Pega Rules Schema, Seems some table is not created in back-end.
Try to reinstall the system.

its a VM, and i could see pega rules , data db instances are available and could establish a test connect successfully as well

Maybe somebody has removed Data-Admin-DB-Name instance following your implementation. Can you check your instances and recreate the missing one maybe

yes , i have all these db instances available and could establish a test connect successfully , still not able to create a new application

Reproduce the scenario and attach the logs and the tracer.
Cross check whether you are using the supported version of the jdbc driver or not.
