Exception after removing prweb.war

Hi - We are setting up Pega on tomcat server hosted in Azure . prweb.war deployment went fine and i can login to the application. After that following Pega documentation if i shutdown the server , remove the prweb.war and restart it the prweb url is no longer accessible . Have one of you ran into this problem before with Tomcat . Please suggest a way around

Check if the prweb.war is expanded to directory (/prweb) after deployment (it should OOTB). If yes, shutdown the server, you should be able to remove prweb.ear safely. I have seen issues when removing the war file while server is running, not after the server is completely shutdown.
