Where to find prpublic.jar?

I am trying to develop a Java library using public Engine API (com.pega.pegarules.pub). According to Pega help https://community.pega.com/sites/default/files/help_v718/procomhelpmain.htm#basics/basics2/setup/basicsjavaeditor.htm

"Copy the large prpublic.jar file from the Pega 7 server into a local directory"

However I cannot find the prpublic.jar file from Pega Server. Anyone know the location of the file?
