How to enable captcha in login form

Hi All,

I already set security polices to enable captcha in login form as in the picture. but the captcha still didn't appear in login form.

How to enabled it ?

Thanks for your answer.

The captcha already show, but I just realized that will show if we enter wrong user id or password.

is it true ?
