CLSA 7.1 practice app build

I have created 'Warranty' Application for Warranty claims case type with Organisation as GRUN, Why I have to create separate GRUNEnterprise application rule to associate with 'GRUN' ruleset?

The GRUN:Unauthenticated Access Group only needs to point the “GRUNEnterprise” base Application since the @baseclass Web-Login HTML rule was saved to the GRUN enterprise-level ruleset.
