Just checking, where there any open assignments that belonged to the operator when you deleted the operator initially?

As you are not supposed to delete an operator with open assignments , it is better to check if he has open assignment.
Execute the following SQL in your Data schema.Substitute the pc_work with the work table that your application uses and you may choose worklist or workbasket depending on
the type.
 
select a.pzinskey,b.pxtasklabel,b.pxtaskname from  pc_work a ,pc_assign_worklist b where a.pzinskey=b.pxrefobjectkey
and b.pxassignedoperatorid='<OperatorName>';

Note: If the operator has any open assignments, you will have to delete the open assignments first or complete them and then delete the operator.

If this was not verified at your end, you could retry and check if you still face an issue when u recreate the operator.

Are you able to understand why those operator ids are getting corrupted? Are you updating operator id by any business rule? Is SSO/LDAP enabled in your environment which is updating the operator ids?
