How to apply back ground color to end user portal in peg 7.2.1

is there a way that can be done using skin to apply back ground color to entire portal without defining CSS files in each harness(my application ports has lot of harnesses)??

You can update the "Page Background" mixin in the skin rule, which applies to the entire portal.

Customize this mixin and mention the color required.
