Ruleset version does not include ruleset version
A little paradox; I'll explain.
By that I mean, the Rule-RuleSet-Version record does not have pyRuleSetVersion property set; instead it uses pyRuleSetVersionID.
I suppose there is a good reason for this originally.
But the consequence is, when you list the rules with a given pyRuleSetVersion, you'll actually omit the Rule-RuleSet-Version rule.
And thus, if you package rules "of a ruleset version" in the Rule-Admin-Product rule -- and exclude non-rule-resolved rules, the version rule is omitted, it must be included separately, manually.
This happens through ML5.
This is an easy thing to omit without careful oversight.
Has it been considered for Rule-Admin-Product to be enhanced to include these?

I would imagine that rule set version should be added automatically, unless there is a reason behind current behavior; i will check this out. I see pyRuleSetVersionID in 7.1.7 as well.
