I presume both the schemas belong to same database and you have super DB user credentials to fetch records from any schema. You can probably connect to PegaRULES database with as usual DB user credentials and define below properties to determine the access group at runtime.

# Use the following properties if you want to use a user's access group

# to determine runtime context instead of the App Requestor's access group

pega.user.username=

pega.user.password=

This configuration should suffice the need If you configure export and import related properties correctly.

So, for additional data how you are referring to the external schema? have you define at Data-Admin-DB-Name instance for your external schema?

If I have understood correctly then the external schema would be referred by classes for the tables present in external schema and while exporting you can include classes with the help of 'export.classes.included' property. So export should work fine if you include the classes which you want to export the instances. However the question remains for importing the data from an external schema, Similar to export if you have exact PRPC architecture in your other environment Import should work fine. For instance if you are exporting data from Dev and importing in QA so you just need to make sure whatever class instances you want to export, include classes for those instances in prpcUtils.property and later import it in QA.
