Blank rule form Browser Issue

I experienced some troubles with the rule form for a circumstance definition, my browser is a IE10 on Pega 7.1.4 (VM of CSSA Course).

When I click on create new Circustamce template, a pop up is shown but just the header of the rule form is shown (see attachment)

The same happens for other type of rule (see attachment).

Anyone knows how to deal with that?

I think my browser is correctly configured (Active X and trusted sites).
