Requestor scope data page re-fills multiple times

I have a data page that fills from a report definition with one parameter.  The property passed to the RD is empty.

Each time the data page is referenced, it refills.  Is this expected?

Nothing to do with the null parameter.  On the Load Management tab, the page has two options selected, one to Reload per Interaction and another to Clear after non-use.  That is what is triggering the frequent re-loads.
