The Perform setting defines the assignments the operator with the specific role can perform. If you hover over it says “Perform Other Operators’ Assignments”. Thus, selecting “Full Access” means that the operator with the role can perform assignments from all operators in addition to his own (if no other restrictions has been configured). “No access” means that the operator can only perform his or her own assignments.
