Have you tried defining the R-D-E in the class associated to .PolicyData as opposed to that class that owns the ".PolicyData" Property?
Although this should be unnecessary, have you tried specifying the class for .PolicyData.CommCoverages() in Pages&Classes?
You can always try: "Create -> Rule-Declare-Expression" then configure the context as ".PolicyData.CommCoverages()" afterward -- the Applies-To class being the class that owns the .PolicyData" Property
Assume you intend to use an aggregate function such as sum() or maximum() against the .CommercialPremium Property within each PolicyData.CommCoverages() page.
