According to this article: https://community.pega.com/knowledgebase/release-note/ui-kit-building-and-customizing-ui, the UI Kit ruleset is used for building and customizing UI. Therefore, placing it in the FW application seem logical.

Even for building and customizing we need to save as the rules into application specific rulesets, as the UI-KIT ruleset is locked. so why not kept it in the PRPC OOTB application. Im i missing anything here?

The UI-Kit is added by Application Express when creating any new application. If it were added to the PRPC OOTB application, it would be added to all applications, including ones that weren't designed with the UI-Kit in mind.

This is a precaution to prevent unexpected changes to applications when upgrading to a version of Pega 7 that provides the kit.

I think we need to add UI-Kit to the implemenation layer app rather than placing it in the framework app for the same reason it's not part of the PEGA OOB Application rule. 

Any thoughts?

If you put it into the implementation layer, the implemention layer app would differ materially from the framework layer app. In essence, you would need to refactor the UI for each implementation.

By adding it to the framework layer, it's automatically inherited into each implementation.
