Would be great to add in some functionality that allows advanced when rules to be easily created by the NBA specialist in 1:1 Ops Manager.  We have a requirement to have when rules that use functions which is not supported by the GUI.  

Something similar to creating when rules in the eligibilities section of CDH would be good as this is the only option currently without creating a cr in revision manager which cannot be access by the NBA Specialist.  

It also seems odd that this cant be done as it also means the NBA specialist cannot create treatment level eligibilities, as such a simple action/treatment build can not easily be completed by the NBA specialist.
