Is there any threads or documentation about all the OOTB rules(functions and classes) in PRPC 7 ?

I belive you are looking for API of Pega 7,

Login To Developer Portal -> Click on Help (Left to Operator name) -> API's -> Choose your option.

A popup will be opened with classes and its methods.

In addition, you have Landing Page for Process API's (Pega --> Proecess and Rules Process --> Process and API). Designer Studio also hosts, UI Gallery, Case Management Gallery. Most importantly, there is (contextual) help file available.
