Merging "EditingFlows" Solution failure - unable to locate prerequisite

For the Creating and Editing Flows exercise,

when the imported solution is merged the the following message is shown:

Unable to locate a prerequisite for "HRServices_Branch_EditingFlows:01-01-01"; you must specify at least HRServices_Branch_CaseHierarchy:01-01-01

the process followed is: import the solution, save, add branch, save, merge the solution
 
I do this so my VM is more consistent with what I expect the exercise system would be like before attempting the exercise

The problem could be avoided by using application based validation which is specified on the RuleSet form. This is recommended for all RuleSets, especially when using branches.
