Invocation User Liscence

Any Idea on how liscencing cost for Invocation User Liscencing cost is analized ?

Mostly like ratio of number of  invocation activities per user liscence. ( Upto my knowledge approx 18000: 1  is this correct ?)

and also anyone can expand on ratio of Invocation users to Operator.
