As per my understanding, IsInPropertyList does not check for regex.

You have to iterate over all the elements in value list and decide if your regex is present in any string in the value list.

To match regex, following functions can be used-

@(Pega-RULES:String).endsWith(.valueList(<CURRENT>).Modifiers, "%H")

@(Pega-RulesEngine:String).pxContainsViaRegex(.valueList(<CURRENT>).Modifiers, "%H", false)

Use:
