Enable Filters on all columns in report for MonitoringQueues section

Enable Filters on all columns in the table/report embedded in the MonitoringQueues section. Currently, since MonitoringQueues section is a Final rule, it can't be overridden to enable the filters. We either need to enable the filters on all columns or make this section a non-Final one.
