I have one case type and instantiating it and creating WO. How the licensing works in this scenario:

1. One case type and one WO per work

eg: Order case type in work layer and Order work object is created

2. 1 case type, class specialized and we have created multiple WO.

I have a case A, and we have many different types of A-B,A-C,A-D etc.,

Now I'm creating WO for A-B, A-C,A-D etc., not A.

How the licensing would be in the first and second scenarios?

Or 

The licensing would be per work object.
